I am here to deliver my statement and testimony on the extrajudicial executions in the Tindouf refugee camps by Polisario as a practice contrary to jus cogens and to international human rights law.
These extrajudicial executions are not isolated incident. They are systematic violations carried out against civilians, people stripped of liberty, silenced, and denied due process.
The Tindouf camps, located on Algerian soil, house over 170,000 Sahrawi refugees under the control of the Polisario Front. According to United Nations Human Rights Council reports, there have been numerous of extrajudicial execution, arbitrary detentions, and torture in Tindouf camps.
Let us be clear: the right to life is not negotiable. It is protected by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and by jus cogens norms; those peremptory rules of international law that bind all states and actors without exception.
Extrajudicial killings are a direct affront to these norms. They are crimes that cannot be justified by politics nor hidden behind sovereignty.
What’s happening in Tindouf is not just a humanitarian crisis; it is a collapse of legal and ethical order. Civilians are executed without trial, without evidence, without defence.
Algerian authorities, by hosting and enabling these acts, share responsibility.
